how do apply this download to the game?i.e. where do i extract/move the files to?

hey okkas you seem pretty knowledgeable on the old FM2008

i deleted a patch that gave me extra scouting options to really random countries like china, hong kong, japan, lithuania, boznia and herzagova etc.... i was wondering would you know what that patch was?or would you know how to edit the game data to change the normal 10-15 countries to send scouts to more like 60 countries?
