Get the scouts working overtime, its the best way to go.

Get a couple of top scouts, they should have at least 19/19 or higher for JPA and JPP. As skacel says just get them to work - Make them scout the under 18s league and the reserves league of England, that should show you some talented youngsters, especially at the end of the season when the regens come through, you'll be the first to know which kids you should buy.
Boom Boom Boom Let Me Hear You Say Bale, Bale!!

If you're looking for some players to buy in your first season, Jonjo Shelvey is an obvious choice, great potential, only weakness is his speed.

I've found Jordan Spence from West Ham to either be amazing or very average, so he's worth a scout at the least.

Other than scouting regens, it's pretty easy to find players that have great potential, just sort the Player Search to a maximum age of 17 and then by highest values. Usually a 'Player of his Generation' in the Premiership will have a value of at least £4m as soon as he comes through.

Get decent scouts, get them out looking, narrow the values down to suit you the age and value you want.

Look at your own youth team.

Ask the board to develop your youth system

On that note get some good youth coaches in.

How about Andrew Driver (correct me if I'm wrong)
I forgot some of the details. But I'm sure he's a winger, left winger if I'm not mistaken.
My friend got him in his game and he's saying good things about him.
There's only two best teams in Milan...
Inter Milan and Inter Milan Primavera
