This is normal and how most of the graphic packs work. You're getting the complete version 2023.01.

The update file should be called “2023.01 Changes”.

Each time there's an update the complete pack is updated and rebuilt as well.

Not sure if you've misunderstood or if I misunderstand you but I don't think there's an issue here.

Yes they will work with any version, just place them in your graphics folder.

If a new stadium is build for a club, how should I modify the config file? In my save, watford build a new stadium and I can't see the stadium picture.(stadium background is OK)
