Still can't find the editor

Hey guys, I've had a look on the tools section of steam and I still can't find the editor. I've just got the game and I've reinstalled it to be certain, and I've started up the game just incase it needed to finish installing elsewhere. Am I missing something? Cheers.

I have managed to sort this now. I forgot about the activation code on the booklet. Sorry guys!
