And when I search in cut outs, the old one from 2018 appears.

When you search in cut outs by ID, only files that are already in a megapack shows up, I think it would be better if newer submissions shows up as well, so I can see when a player's cut out has been already updated, but not pushed to the megapack yet.

Just because an image has been submitted doesn't necessarily mean it'll be added to the megapack. It might need cleaning, editing or might not be good enough an improvement, for example. So I don't agree it should be visible on that particular page, especially since you can seem them in person's timeline or submission history.
That said, the most recent cut-out is actually in the megapack already, as can be seen here, so I'll have to check why it isn't appearing on the page you linked to 👍
