you could use FMRTE to remove both issues there are no files I am aware of

I missed that thought it was a fmf file- it is just a link to Patreon
as the link states it can take sometime, any issues in future use that thread please is it working correctly now

Have you read the FAQs thread shows how to resolve some issues like this
nothing can be done , it is a bug[report to SI] unless you are using a custom file for that nation/league and it hasnt been set up correctly
If you subscribe to a steam file when you exit the game the file should show in your editor data folder allowing you to open it in the editor

a quick check in the editor shows that attribute is blank so in any new save that will be random
usually this happens if the player has a - PA rating or some attributes are left blank
