Locked transparent pixels,Clone Stamp Tool set to "Color" mode with around 50% Opacity.Took sample from "healthy" face color by holding the ALT key,then clicked on the blue plague parts with large-ish brush size

Yeah,I found it is especially good with strong color spills around the hair(blue,red,green,yellow backgrounds),much better first to do clone stamping in color mode,then darken mode.You might try to experiment with other modes from drop down menu,It's all about trial and error
