They don't have the stadiums required and I doubt they have the infrastructure.
There's requirements on stadium capacity and facilities, and there's requirements on infrastructure and things like available hotel beds, never heard anything about any "villages". Event areas can be built in a fortnight.
One of the big arguments for the US bid was that it wouldn't require any new infrastructure to be built, there's already something like 90 different stadiums in the US that are up to standards, and major US cities won't have any issues with hotel beds, airport access and whatnot.

It's one of the biggest events on the planet, you can't just hold it on a whim. There's huge amounts of preparation. There'd be well in excess of 1 million people going to it.
It won't happen though, the appeal processes would go on for so long there wouldn't be enough time.

England/Britain definitely has the infrastructure, they just held the Olympics.
Old Trafford, Emirates, Stamford Bridge, St James's Park, Etihad, Anfield, Olympic Stadium Stadium of Light, Millennium Stadium, Twickenham, Hampden, Ibrox and Parkhead I'd say are enough stadiums too.

You're only allowed to use a maximum of two stadiums from the same city, joint bids aren't permitted and I doubt an English bid would be allowed to use Welsh and Scottish stadiums.

We could use Old Trafford, The Etihad, Wembley, Olympic Stadium, St James Park, Villa Park, Anfield, Goodison Park and possibly others like Elland Road, Portman Road, Stadium of Light and St Mary's Stadium. As Poe said, we have the infrastructure to cope with it as well.
