Irish League staff search

Sorry if this posted in the wrong section, but I was thinking that people who knew their way around the editor might be able to shed some light on an issue I've come across..

Usually the staff you can find on the staff search screen is based on your scouting knowledge and, I assume, some extra knowledge inherent to the country. In Ireland it seems that I have knowledge of staff all throughout Europe. The EU, I think. It seems strange to be playing in the Irish second tier and knowing of every unemployed coach in Hungary without any specific knowledge of that country tied to the club.

Does anyone know what this is related to? I think it might be "nations treated as non-foreign"..
