Need a bit of help

I've downloaded the Data Update and extracted the file as it said to, it provided me with the file with everything in except for the "Promotions & relegations" which I had to extract aswell, and "General changes.fmf" these two weren't included in the original extracted file. I dragged them both in and then put the folder into editor data. I went onto FM and loaded up a new save and made sure I had them ticked but when I went into the game everything was normal. Can someone help please?
