Iam trying to download a tactic but the file wont open do i need a program to open file

Yeah, that program is Football Manager.

So you put the tactic within the Tactics folder in your Documents > Sports Interactive > Football Manager 2018 section, and then within Football Manager you go to your tactic screen and load in the tactic.
