Italian Non EU rules

Managing Lazio as part of a Journeyman save. I have signed two non eu players so the game has asked me to prioritise which one I wish to sign first. one was a youngster that I want to send out on loan and the other was Hirving Lozano who was coming in to become a key player so I obviously prioritised him. yet when I come to register my squad it says he in ineligible and I can only register the youngster. is this a bug? any help is appreciated before I decide to quit the Lazio job.
