How can I edit the data update?

I've tried loading each of the DB files into FM17 editor to make some customisation to the Data Update but with no success

Each file i load just seems to have the default squads in editor, can anyone point me in the right direction please?

you can't.
what you can do is create a file, make the changes and load the file when starting a new game
