New Stadium Stuck On Planning Permission

Yet another issue with my game, fantastic. But yeah, in my save with York, we're supposed to be moving to the York Community Stadium at the start of the 2019/20 season, the York Community Stadium shows up as already being built in game (and has even been used in a lower league cup final), but we're not moving and the new stadium is apparently still in the planning permission stages. I figured it could be a financial thing, but I've tried giving us the required funds via the IGE to test it out and it doesn't seem to budge, it's now January 2020 and we were supposed to move in in July 2019. As always any help is much appreciated.
