Mitropa Cup

I try to activate the Mitropa Cup (http://en.wikipedia.org/wiki/Mitropa_Cup) working in the Editor rules adding Countries or 'Championships.
But on my end displays the following message: "Qualification system uses competition Italian Serie B but does not contain any rules for it." When I remove my shows the same problem in the next league.
I can not figure out what I'm doing wrong ... Any information is important.

I try to add the file but it tells me that the extension xml is not allowed.

the same was trying to do with the challenge cup(http://en.wikipedia.org/wiki/Challenge_Cup_(Austro-Hungarian_Empire)) but keep getting the same problems
