EU player needing Work Permit?!?

Hello,
I'm playing FM14.
I wanted to sign a romanian 15 years old but when he accepts my offer the English Federation tells me that he needs Work Permit to play in England.

As far as I know Romania is in the EU and an EU citizen does not need a Work Permit to play in England...

Might have something to do with this? Seems despite being in the EU, they still needed a work permit till January 2014. Not sure if this is replicated in game.
