Error message after slight modification of Nation Rules

Just wondering what's brought about this error message that I get when I start a new game with my editor data that contains a minor change to Scotlands nation rules to add a points deduction to a team.

I've run a test on it and it came back alright, very strange.

You should be able to skip past that and it will have no effect on your game. It happened with a Level 9 database, never caused me a problem

I noticed I could, just found it a bit odd as I didn't know what was causing it.
