I am playing in my journeyman game and scout reports are mostly inaccurate and screwed up, for example i signed Aleksander Mitrovic for my Marseille team he scored 46 in 35 games and was CL best player and scorer and my scout who had 20 judging both CA and PA gave him 4 stars, later when i moved to city my scouts who have similar stats are saying he is 2.5 stars CA and PA despite him scoring in every game, same with Odegaard he was 4 yello + black and when i moved to city he became 3.5 despite having amazing stats, and exactly the same thing happened with Manual Lucatelli.

Are they screwed up? do you really rely on scout ratings?

I am guessing you're not English? ill try to decipher and answer.
okay ill keep it simple.

scouts change with what team they work for and so do players star ratings. hence, a player can be 2 stars but can progress to more if they play well.
a scouts knowledge of a player improves also. a scouts interpretation of a player changes with every club he scouts for.

if I have a scout with JPP & JPA at 20 for real Madrid and I look at mitrovic it rates him at 2.5, then it rates him at how much he will be good enough for them!

if I employ the same scout for say, QPR, then I dare say it will up that to 4 stars...

Yeah, it depends on the team you manage. Smaller team usually gives higher ratings, while in bigger team the same player get lower rating. The best example would be Alex Song, in Barca he was a rotation player while in West Ham he's one of their best midfielder. Therefore in West Ham his rating would be around 4 stars, while in Barca his rating would be only around 2 stars.
