I wanted to know whether it is legal or illegal to download the facepack torrent file. (Never used torrents before)

Torrents are 100% legal.

It's like anything on the internet, if you get something illegal (like a movie or piece of software) then it's illegal, if you get something legal then it's legal.

Yeah torrents aren't illegal, its only the content you download via torrent that can be illegal.

These faces aren't a paid for pack, totally free therefor legal for anyone to download. Be aware though even though its a legal file your downloading, some ISP's will still throttle torrents regardless.
