Yes mate, it is. Sorry because of that but i made last year baners for Serbian clubs and after 5 teams i didnt find any empty slots and ask here for help - nothing. Maybe i dont know to do it correct but i have tried and tried again and again and still nothing.
If you can , please tell me , when i add code lines in config file for Serbian clubs for example like this:

Is there anything else i need to do? I tried to exchange some club from Austria for ex. with ID of some Serbian club and to redirect in bottom lines but with no success. can you tell me where is the problem?

Your code all looks correct so there's no issues there! Instead of exchanging ID numbers just give your clubs new ones for there boards Id's 9000-9999 look to be free!
Have a look ath your folder and file names for the abdoards, each folder and file name must in lower case as capital letters cause FM to not find the files and use default ones instead

EDIT: Is there any issues with number of boards for ex. 48 or 50 or 52 around the field. How can i know how much? Sorry if i miss that somewhere.

I did a similar thing in FM14 so I'm confident the Ads boards are in the right format and the right size. Done the empty cache and refreshed a dozen times so I maybe need a new set of fresh eyes to look over this and see where I have stuffed up?
Inside My Documents\Sports Interactive\Football Manager 2015\graphics\pictures\ads\europe\france\clubs\colomiers I have
I've modded the FM file and added below. Doubled check the ID of Colomiers and it is 8162290 . I've also doubled checked that I have put the correct FM file in the folder.
Any help would be appreciated.
