We've all been there. Player is unhappy, and wants to leave. Offer him for transfer for silly money, and no offers.

Then you see the box - Ask <player> to speak to clubs.

Click it, and have a player interaction telling the player to look for a new club.

has it ever actually worked? I've never said that to a player, and they've come back and said they've found a new club, or a club has made an offer based on the player or agent contacting them.

So why is it in the game? What's the point?

i agree with you, it doesn't seem to do anything, i have used it many times and not once has an offer from another club been forthcoming, i just have to keep lowering the price until clubs make an offer. i suppose the idea is that the players agent will go to different clubs offering him around, but if i have already offered him out to clubs myself then what difference is that going to make, its an odd one for sure...
