While yes, one would need more points to do that. That's more of a reflection on how lopsided La Liga is though. The only games that a side like Barca needs to really show up for over the course of the year are the games against Real Madrid and Atletico. Beyond that, they're more or less able to cruise through in second or third gear, relying simply on individual quality to get the points needed. Germany is a similar situation too while he's been there.
Pep is going to be in for quite a shock I think and England will really test him. There's more opportunity to drop points, the competition overall is much tougher, and more consistent. Factor that in with the expectations of winning the Champions League (more so if they fail to do it this year), which is really why Pep has been brought in more than anything, it's going to be his biggest challenge to date.

Its a bit of a moot point though because teams aren't better against Manchester City in isolation, they're also better against their rivals. Whilst the team thats better against the worse tams invariably wins the league in England thats equally true in La Liga where a failure to 'cruise through' games can cost you the league; the margin for failure is a damn sight lower in La Liga.
But either way, the bigger problem is not that the Premier League is 'better', its that Manchester City are comparatively not as good as Bayern or Barca are in their leagues and that the players they do have don't immediately scream a Guardiola side. It's hard to judge though, because obviously he'll have the money to overhaul the squad, but with this side as is I think thats the reason he'll struggle and nothing whatsoever to do with competitive leagues.

I'd have had Walker for his kick, Dier for trying to kill Fabregas and Lamela for his stamp on retrospective bans. The others (notably Rose and Costa) get away with just about not doing enough to warrant going back to have a look at it.
