FIFA is discussing an expanded World Cup to 40 teams, how would this look?

Well I dont like the system where the best thirdplaced teams go through (dont want another Portugal that qualified for the Euros last 16 without having wona single groupgame) And if the World Cup would expand to 40 teams with the same system; god help us!

BUT: If they made 8 groups with 5 teams in each group, and only the top two teams from each group qualified for the last 16, then it would be a quite fun tournamentformat I think.

I dont understand editing though, so could someone please edit such a World Cup?
