I will reiterate the message.
Delete ALL old Live Update Files.
Copy across all new files inside the zip and the files inside the folder in the zip.
Ensure you are playing with update 16.3 Winter Update version.
Other update files might cause conflict, only additional files recommended is the real name fix file.
Start a new game.
There is no issue with England and Spain not being available to be loaded up. If this is the case you have done something wrong, it is not the updates fault. Follow the instructions in the FAQs or what has been suggested above.

the only issue might be the users is using other edited files that are causing conflicts with those countries
thy need to remove all other edited files and load one at a time until error occurs again

not all people state what is fully in their files so unlike the great work here it can cause issues that you were not aware of
(better now than well into a save ...couple of years back I used a file for international cups. there was no mention in details that missing wonderkids and ca/pa changes had been made I had already created those missing players so there were duplicates in game and some players at this persons fav club must have been spurs all youngsters had messi stats
ever since when I use a file I open in editor first and a quick search will tell you what changes have been made
ie people
clubs etc etc
then a search within that section using the search option to show changes made will allow you to weed out any potential conflicts
