Anyone else find issues with sending players out on loan in FM13?

Is anyone else finding issues with sending players out on loan in FM13? I've been trying to make use of my head of youth development to get my players some experience, but it seems he's found it wise to send my best prospect out to Bolton to play in the reserves.

The kid hasn't made a single first team start, when really I would have thought that if players where going to be sent out they'd be sent out with first team football a requirement and if not they'd be sent back. Worst of all is that the player doesn't have a recall option either.

Now i'm faced with a year of my kid sitting in Bolton's reserves, when he could be back at my club being specifically trained the way I want and getting the odd run out in cups or from the bench.

Anyone else finding similar problems and thinking it's easier to just micro manage it all like in previous versions?
