Staff Responsibility unavailable in detail. Any fix ?

When I am trying to assign responsibilities, this is what I get. Not enough detail available. How do I fix this ?

Is that a custom skin? If so, take it up with the maker!

No its the default one and I have tried changing skin.. it stays the same.
