Promotion/Relegation file not appearing

I have downloaded the live update files but when I go to select them in-game, the promotion and relegation file does not appear and this means the teams are now in the wrong leagues. What do I do?

if the promotion/relegation file is .rar rather than .fmf, you have to extract it
