I'm currently making the Scottish leagues mate & have nearly finished them, so there's no need for you to waste your time making them. So instead why don't you take a league that's not already taken from the W.I.P. waiting list & make that.

Every year I make kits that relevant for my play, because of simple reasons that I like having my kits in my game, and also because it's fun for me to do them. Leagues I always do are english and croatian. I don't care about wip lists or if somebody else is doing them. When I'm done with those, I make other leagues that are also important for my save, although not that important as first two countries. Usualy I do serie A or some other UK league. What's really the point of doing them is that I build a collection of high-res kits which will serve as templates for next season kits. So the fact that somebody else is making them is irrelevant and I'm certainly not wasting time.
For example, in Scotland there is Rangers away or St. Johnstone, and quite a few others that I'll definitely need for next year.
Now, I could keep those for myself, but I honestly don't see the point of doing that. Having duplicate packs is good because people can chose what they like more. And there's also a possibility to see how are other people doing kits and perhaps improve your own kits.

The thing about kits is they only show if they have a kit in the database. So if kit is not showing you need to add one in the editor.... this is helpful:
