Stands In Construction are Black/Grey

Been having this problem for a while, when teams are rebuilding their stadium the stands that are in construction appear as just black (or sometimes light grey), the model is there but the textures don't seem to be, has anyone worked out a fix for this? Tried verifying all my files this morning and it hasn't really done anything, nor has clearing cache. Any help is much appreciated.
