You must download the lastest data update and chose "New Career" mode. It's the only way.
Nope, the last update removed the transfer. Just wasted an hour starting a new save to find out he's still at Roma.

Chelsea winger Mohamed Salah has signed for Roma on a season-long loan deal.
So needs to be sent back to Chelsea and then loaned out as Fiorentina don't own him
Mohamed Salah is now on loan to 
Roma paying 100% of wages. The loan deal includes an option to buy the player for £12.7m.
