Logo packs not showing up? Also Privacy Policy won't go away! [FM19]

I cant seem to get any logo packs to work for FM19. I've downloaded them, extracted them and moved them into my graphics folder in FM19.

Tried every suggestion I could find -- verified game cache from steam, clear cache + reload skin, reload skin on confirm, and restarted steam and my PC

Even tried uninstalling and reinstalling and starting from scratch but it didn't do anything

Also, very strangely, I keep getting this Privacy Policy pop-up every single time I start the game, even though I've answered it multiple times. Might have something to do with it?

You need to place any downloaded graphics into Documents > FM 19 > Graphics

Wouldn't worry about the privacy policy as I get it a lot too.

Sorry for the "necro" but yeah I'm dumb -- it can't be in the steam's folder location.
