Have you offered a contract to someone with a secondary job role and they accepted...

i.e. a Coach with a secondary role as a Scout or Data Analyst?

Because I would say I have tried 100+ times without success, it only seems to work in both FM18 & FM19 when they have already got a secondary job role set up in the original database, therefore you're just renewing the contract of an existing staff member and not signing a new staff member, for example.
