Yes in real life he is on loan until 2020 before the transfer will be made permanent. However in game because of the reduced player contracts file, this will mean that he will be on loan to Inter for the 1st season, then will return to Cagliari for the 2nd season, then will transfer to Inter in the 3rd season.

You have previously transferred other players with a future transfer immediately so that this does not happen. Please see link below and notes from Mustang13297 "I think it's better to transfer him directly. He will return from loan on 30 June 2019 ingame because of the reduced year and make a transfer on 1 July 2020."

he is on loan at inter with obligation to buy.

The loan is one year only. The payment is in two years. You could just set the loan to end in 2019, and the transfer in 2019 too.
