As far as I know, it cannot be edited in a game save that's already underway. If your second team performs well in its league, it could get promoted to a higher division, if a league structure like that exists in the nation your teams are based in. (I'm not sure of the current rules on that in Germany.) Most B-team leagues have a proper league table that can be studied to see if they're close to promotion (if that's an option at all) or not.
Another way would be to move your second team into the division you want in the editor BEFORE starting a new game save.
Unfortunately I'm not aware of any easier ways to make it happen.

How can I do this before the game? I cant load the souritousi database into the pre game editor somehow...

When you start the editor it asks you which DB you want to use, 19.1 or 19.3. After choosing the database you'll have to use the filters to search for players, nations, leagues, clubs etc. and then you can edit their various details. I havent used the editor much myself, so I couldn't say how exactly to find the Bayern Munich second team and assign it to another league, but I do know teams can be moved between leagues and divisions.
Sorry I couldn't be of more help, but perhaps someone here with more experience in the actual editing process could point you the right way? I know the database can be a tough environment to navigate, even when you know exactly what you're looking for.

to do this you have to access the advanced rules for the said nation ie Germany and then change rules as to where the second teams to play in (I cant remember where these are now) be careful you dont change the rule re second team and promotion to same league as main team... as you could end up in a few years with the Bundesliga being made up of various A and B teams

FYI the file/s here is not a separate DB thats all we are doing here is editing the game's original DB(that is always there and if you dont select any additional files on game start you use that)
