Chelsea Ban Start Date

When does the transfer ban begin for Chelsea in the update? Will the owners expectations change under the ban or will I still be expected to qualify for the CL?

That was in the general changes thread which is now not in the live update for some reason, so if you have file open in editor and check under Chelsea's finances

your second point can only be answered by starting a save I would imagine it should have a favorable bearing but only one way to find out
