Edit Leagues so players cannot transfer between teams in the same league

Hi,

i was wondering if anyone knew how to add a transfer condition to a playable league that prevents teams from transferring players within the same league. for example, Arsenal would not be allow to buy a player from Chelsea, Liverpool etc?

I can only see transfer embargo's however i want to be able to sign lower/foreign league players.
