removing brexit (FM20)

Hi i have this database here ALMS Fixtures how do i remove brexit from it? i load the "EPL RF 19-11-19" then i go to "Advance rules > List > England > Agreement Change" & i untick "Enable" in the top right to remove brexit (i think) then i Verify all competitions and save Edit Data.

After i've done all of that i load up FM20 and i make a save loading Sortitousit Data Update and all the RF for the Leagues i want loaded for EX England, Spain, France etc so i have the "EPL RF 19-11-19" loaded and i get to the picking a team part so i click on the Premier League then i go to the Rules tab and scroll down and i still see the "Work Permit" section... is that mean to still be there even though i unticked it?

Any help would be appreciated.

you have just stopped Brexit work permits still exist that is separate to agreement/s
