HoYD confirming transfers without my approval

Does anyone know why the HoYD is accepting offers from other clubs without my approval? I always had the feeling there could be something wrong with my staff responsibilities but I can't see the problem.

I don't know which options its is for sure but this what I do: go to the "Transfers, Contracts, and Offer to Clubs in the Transfer" in the "Responsibilities" tab.
Read each one carefully or just assign everything to yourself, you'll eventually be asked to confirm a new signing (mostly youngsters in my case).
Access and have the final say.

only issue I am aware of is some are encountering issues with this bloody club vision where the board steps in to stop player
purchases etc it could be that but unless your HOYD is set to take charge of sales/offers it looks like a bug to report at SI

Ok, apparently I've just fixed the problem by myself...

These 3 marked things were found under "Staff", not under "Manager".
