Signing players before promotion to Serie B - Wages and wage cap

I am currently playing FM17 and managing Empoli in Serie C. We're certain of promotion from Serie C with one game to play and I have a huge transfer and wage budget to play with. I want to sign a number of 3 star plus players for the next season; however, there is a wage cap in Serie B.

Will the wage cap affect my ability to play any new signings that agree a deal now with a higher wage.

Note, I can still offer wages in excess of the wage cap to players that are running out of contract. So, I don't want to be in the position of having signed players for the new season that I will not be able to play.

After playing the last game and winning the league, I was no longer able to offer wages in excess of the wage cap because of board restrictions.
