Why can't you do it yourself?

open the editor load the DB - People- and click on add select the option non player

You can add anyone you want to the game it's been an option all along

Aye it's pretty simple with the editor, just go to the people tab and click "Add..." down the bottom, Add Non-Player and away you go you can fiddle to your hearts' content. (howay, don't be filthy)
