Fm21 Beta Staff Problem

I'm playing fm21 beta, comparing to 20, I realized most of the real staff from different leagues are missing.

For example I play with a premier league club, I also select dutch league as "view only", then I cant see the staff of dutch clubs. If I select "playable", then I see them.

Is there a way to get real staff without making that league "playable" ? Because making all those leagues playable slows down the game.

Have you tried using a larger database?

yes, i tried with large database

There's a tick box that says "Do not add key staff", maybe you have kept this ticked when starting your game ?
