Help with Italian Rules

I was hoping someone could help me with making 7 subs from 12 for Serie A.  I did it before but it will not let me do it now.  I keep getting a error message when I try and verify.  I get the error without making any changes.  

I go to New stage 0 and change the teams to 30 and it does not fix it.

I also changed it on the teams drop down from 1,31 to 1,30 and it still does not work?  

Does anyone know where I am going wrong?  Thanks

if you are getting that then that is a sure sign that there is a bug, thats my go to test before doing any advanced editing just open AR and try to verify if there are issues then forget it, so report to SI for a fix
