I'm trying to make it so more newgens of German and Italian second nationality get produced in Brazil but it doesn't seem like there are any options to do that in the editor.
But… I went into the comp editor folder and searched for “newgen” and found this line of code suggesting there may be a way somewhere in the game files to change how to alter the settings of a nations of percentage of producing a foreign nation player.

IIRC A few years ago someone did this by moving some of the local regions to a different country [so for you some south Brazil regions/or all have set to Germany/Italy]
Then regens/newgens would become dual nationals then🤞
When you have the region in a different nation than the city, it will give you the nation of the city as the players primary nation and the nation of the region as his secondary nation, and they should be eligible for both countries.
its something I have not used but sure this proved to be successful ,hope it helps you. Have a play around and report back how it goes😉

so a region like Santa Catarina change Nation to Germany
The cities will still stay in Brazil

Hopefully having regions set in completely foreign countries doesn't mess up any of the league structure. It seems like a nice work around.

as said my friend I havent used it myself but worth a try I think it was possibly 2018/19 when I read someone was testing this and it worked well for them hope it does for you
just do a test and report back 🤞 run a holiday test in game hope it works
