How to change how a team is decided to go up

Hi, I am creating a cup and on a test run of it I notice two clubs ended up with the same points but one had the better goal difference but for the next round it was randomly selected the club with the worse goal difference is their a way I could change that to the better goal difference?

you say cup but you mean league?

if so its in league settings
