Chairman providing DoF transfer suggestions even though I have a DoF - How to change this?

I'm playing as Sheffield Wednesday and when I request transfer suggestions from my DoF, my chairman provides the suggestions instead, even though I do employ a DoF.

How can I change this?

Hi. This should be under “Staff Responsibilities” wither in the ‘Transfers’ or the ‘Recruitment’ section. Forgive me for the being vague, I don't have the game in front of me at the mo!
