So, I make my own super league every year of 1000 club in one league system. Works without a hitch every year.

 

Problem I have this year is one of the rules we use - only 7 foreign players - isn't working for what I'll refer to as “The Brexit nations”. I move every club in the game into Luxembourg, and every other nation is unaffected by this problem as I leave them based in their own nation. For whatever reason, England, Wales, Scotland and N. Ireland do not allow me to do this anymore.

 

I've tried pretty much everything I can think of - any suggestions? I've attached the file but as far as I'm concerned it's unplayable as 10% of the nations cannot compete! I'm utterly convinced it's something to do with Brexit, but I cannot for the life of me work out what it is. I can't even do workarounds such as “nations treated as non-foreign” because it gives the ability to sign English players as non-foreign to all teams, not just the English ones.
