Work permit issue

Hello I’m sorry if I put this in wrong place but I’m new here. 
 

I wonder if any other of you had any issues with work permits, because I do. When I start a new save in summer 2021 with this transfer update all the player that had a transfer are without work permits. Some of them get it a couple weeks in but players like Haaland  get loaned of to Indian teams.. 

 

Have anyone else had this problem? Can’t only be me?

 

Edit: This is for teams I don’t manage, if it’s my team I can fix it by apply for new.

I've not heard any other reports of this. Are you combing the data update with any other files?
