make sure - unticked 'Use caching to decrease page loading times & tick 'Reload skin when confirming changes in Preferences?
click 'Preferences' > 'Interface' > unticked 'Use caching to decrease page loading times & tick 'Reload skin when confirming changes' > click 'Reload Skin'
tick 'Allow licenced kits'

I've just came back to FM after some time away from the game. What are those .fmf at the SS kits I see? Is that because the confiiguration is different from FM22 to 23?

Yes that is right, one file is for fm22 and the other for fm23. Put them into editor folder before starting new game.
