Hello
I'm playing FM for season 44/45 and have a lot of II teams in 3 liga. How can I remove them? I'm interested in any method to do this
(I only came up with a way in which you need to take all the reserve teams and play according to the 2-3-5 scheme). But I hope there is something better
I tried take all teams and go to vacation, but assistant still play 4-5-1 and continue win matches, so I need the way to relegate this teams
P.S. What can be reasons that assistant don't use my tactics(I selected the use tactic option when go on vacation)?

I'm afraid there is no way of doing that in your current save. But if you ever decide to do a new save then download and use the file from this german fm fan site:

the version 2 doesn't allow II teams in 3. bundesliga 👍

It's a bit late but yes you can, I've already done it for all leagues.
I'm going to do it again for FM 24, but it will take me a little time.

Maybe it's possible to import data from FM22 to FM23 and then FM24, but be careful to put the right teams in the different league levels.
