How to set up future rules using advanced rules ?

Hello,

I would like to know how I can set up rules that are taking effect only after a specific year.

For example add a comeback of the away goal in european competitions, or lowering the number of teams in a specific league…

I am kinda new to advanced settings in the editor so I don't want to mess up a save by doing the wrong things.
